Bringing ICTs to Philippine’s Remote Areas

MCT Volunteers

The Multi-purpose Community Telecentres (MCTs) project was initiated by the Philippine Council for Health Research and Development, a government agency of the Philippine Department of Science and Technology (DOST). The initiative brought seven personal computers and Internet access to Philippine’s remote areas to provide rural communities access to ICTs.
One of the valuable learnings from the first stages of the implementation of the project was the low utilization of MCTs by the community members. PCHRD realized the oversight and made a changes in the original project design. Their GEM evaluation examined the impact of the changes, and to what extent women and men in the community use the telecentre. The MCT evaluation employed a number of creative qualitative methodologies. The community members and MCT volunteers stories were gathered among others through journals that all MCT volunteers were required to keep. Another aspect that made MCT evaluation unique was the participatory approach to the process. The community members were involved in the evaluation, not only as subjects and respondents, but they participated in the analysis of the data gathered about the use of MCT.
