Fundación ERPE (The Popular Radio Schools Foundation) was created in the early 1960’s in Riobamba (Ecuador) by a local Catholic bishop, Mons Leonidas Proaño, who was a reknowned human rights activist and who struggled for the rights of indigenous people in Ecuador. He believed in communications as essential for development and social change.
The Foundation is currently planning to launch a new ICT programme for education and development by installing telecentres in rural schools, community centres and in organisations run by the people.
They decided to use GEM as a tool for gender sensitisation and pre-diagnosis of the equity issues related to the Educational Telecentres Project and other communications work produced by ERPE. Their evaluation explored issues such as equity in the participation of women and men in ICT projects, decision-making and implementation, taking into account race, language and age.
