The GEM Practitioners Network is a network of individuals and organizations, who apply GEM and want to learn more about gender and ICT evaluations. The Network aims to enhance GEM expertise, and build partnerships in order to incorporate a gender perspective in evaluation of ICT initiatives, and to promote gender accountability in global, regional, national and local ICT policies and initiatives.
Organization Name: Initiative Fifth Women
[Central and Eastern Europe - Slovakia]
Fifth Woman was the first nationwide campaign on violence against women (VAW) in Slovakia, and has had a profound impact on public opinion. The campaign was launched by seven local women's organizations with an active history of working in this arena.
Since the impact of the campaign was already evaluated, they focused their GEM evaluation on two particular issues: on the use of ICTs in the Campaign itself and gender differences in the resulting discussions about the issue of violence against women. To find out about gender differences in the feedback about the campaign and on the issue of VAW, they did content analysis of comments given in the online discussion on the Fifth Women campaign website (www.stopnasiliu.sk), and on the articles about the campaign published on the Internet.
The evaluation findings provide very useful information for organisers of the VAW campaigns, as well as for all activities involving communication about the issue of VAW with the public.Read more
Organization Name: Bulgarian Gender Research Foundation

Communication for Advocacy Plan was the first project with an ICT component implemented by Bulgaria Research Centre. The idea was to use the website as an effective communication tool with young people, especially boys, in campaigns against violence against women. The project was very successful and got excellent feedback not only form young students themselves, but also from teachers and parents.
However the data that would enable BGRF to measure the real outreach of the website among the teenagers and the public in general were missing, as well as the data on Internet use by different social and age groups in Bulgaria. The project team decided to apply GEM to explore the deeper impact of the campaign. The main goal of their evaluation was to assess the effectiveness and possibility of using a website for campaigning against violence against women among youth, and to evaluate the influence of ICT usage on teenager participation in NGO initiatives. The specific gender goal was to understand how differences in how boys and girls view the project, as well as in their use of ICTs, particularly the Internet.
Organization Name: Women’s Issues Information Centre

Women's illiteracy and lack of opportunities for better education are not issues in Lithuania. However the level of education does not ensure better-paid jobs for Lithuanian women. The project evaluated by Women’s Issues Information Centre (WIIC) aims to improve the economic status of women in five rural and less dynamic areas of Lithuania via application of ICT.
The overall goal of their evaluation was to get feedback from women who attended basic training courses, and to find out if the courses had an impact on their learning as well as in their lives. The evaluation questions formulated by a four-person evaluation team addressed the following ICT and gender issues: did ICTs respond to women's current needs; were women interested in free of charge ICT training sessions; was women’s access to the Internet ensured; how did computer rooms influence the decision to use the computer and the Internet. The WIIC evaluation employed questionnaires for collection of quantitative data and focus-group interviews for finding qualitative information.
Organization Name: ZaMirNET
[Central and Eastern Europe - Croatia]
ZaMirNET is a non-governmental organisation that uses ICT to provide and create information relevant for civil society development in Croatia. ZaMirNET evaluated its Job Search Training, which aimed to increase the career planning skills and knowledge of people living in the war-affected areas of Croatia. Because of substandard living conditions and lack of employment opportunities, many people in these areas are reduced to passivity.
ZaMirNET's evaluation aimed to monitor the impact of the course on the increase of participants‘ skills, knowledge and motivation. Special attention was given to gauging the effect of the training on participants' self-confidence. Since ZaMirNET had experienced lower responses from women over 40 in its earlier ICT trainings, the evaluation team decided to measure not only gender, but age-related differences in impact and feedback.Read more

KARAT is a regional coalition of organizations and individuals from 18 countries. The Coalition works to ensure gender equality in Central and Eastern Europe (CEE) and the Commonwealth of Independent States (CIS) countries.
Karat Coalition evaluated their electronic news bulletin distributed to members and non-member organizations and individuals throughout CEE and CIS countries. They conducted a questionnaire survey among their audience to gauge how effectively the KARAT News satisfies their readers’ needs. Their evaluation addressed several key gender and ICT issues such as local women‘s organizations access to information and internet, and the contribution of women-focussed information resources to women’s empowerment.Read more
Organization Name: AMARC LAC Women´s Programme
[Latin America and Caribbean - Bolivia]
The AMARC LAC Women´s Programme has around 250 members in Latin America and the Caribbean and reaches with its services several hundred community radio stations in the region. GEM was used to evaluate their e-news service “Ciberenredadas” on women´s issues produced by RED-ADA, from Bolivia. Through Ciberenredadas, AMARC expected to see an increase in gender perspective and women-focussed information in news exchange among the radio producers in Latin America and the Caribbean.
The GEM evaluation explored how this new service contributed in creating awareness on gender issues and gender equity within content production teams for AMARC’s member radio stations in the region.
Organization Name: Asia Pacific Women's Electronic Network Training (WENT)
[Asia/Pacific - Philippines]
The Asia Pacific Women's Electronic Network Training (WENT) began as an annual regional ICT training workshop in Seoul, Korea in 1999 to train key women’s organisations in the effective use of Internet-based communication tools in exchanging and disseminating information on the Beijing Platform for Action (BPFA) Review Process in Asia, and to enhance their overall ability to utilise new ICTs for ongoing national development programmes. Since then, WENT has held diverse, specialized regional and national trainings in the Asia-Pacific region.
WENT conducted the GEM evaluation to inform future planning of the training programme. Their evaluation focused on how WENT satisfied the ICT needs of women and their organisations, specifically if it was able to increase the capacity of women information and communication providers in making decisions on using ICT within their organisations. One of the methodologies used in their evaluation was the review of testimonials collected from the applicants of the WENT Award. The WENT Awards were opened to all regional and national WENT graduates, and presented a novel way of gathering qualitative data. The WENT-GEM Framework was used as a guide in designing the Awards.Read more
